Societies have been slowly losing their physical boundaries while maintaining their psychological limits. The result has been a clash of cultures resulting in worldwide conflict to destroy the world. Today we are seeing the precursor of this changing world order with the capacity to provide an underpinning of more significant conflict.

In the area of the six Western Balkan countries, there are several destabilizing factors that are influenced by Russian and pro-Russian instruments by which they try to project their own interests. Recognition of these instruments of power, "euthanasia" of their destructive potential and the spread of the crisis in this area, is one of the most important issues addressed by the ZSF, and by the intelligence agencies and institutions of EU member states and NATO.

Zbog posljedica uzrokovanih bolesti COVID 19, u večernjim satima dana 31.1.2021., preminuo je prof.dr.sc. Miroslav Tuđman, pokretač i osnivač Udruge sv. Jurja te ovog časopisa, National Security and Future, kojeg je od prvog broja bio glavni urednik. Cijelih 20 godina. Tako dugih, a tako kratkih.

Učesnici iz Hrvatske u udruženom zločinačkom poduhvatu za koji tereti tužilaštvo bili su Franjo Tuđman, Janko Bobetko i Gojko Šušak. Oni su, nažalost, preminuli prije podizanja Optužnice, a što se tiče dokaza o njihovom učešću u zajedničkom planu raspolažemo uglavnom samo predsjedničkim transkriptima.

Razmišljajući o zadnjim trenutcima generala Praljka, vjerujem da si je zbog principa oduzeo život – ne iz straha, niti iz ljutnje, niti depresije, ili očaja, a sigurno ne iz bilo kojeg drugog razloga koji tjera ljude da samoubojstvom traže mir.

Reflecting on General Praljak’s final moments, I believe it was his principles that drove him to take his own life – not fear, not anger, not depression, not desperation, and certainly not any of the other reasons that cause a person to seek peace through suicide.

SergeBrammertz, nakon izricanja presude konstatirao je da je „Žalbeno vijeće potvrdilo zaključke Raspravnog vijeća da su ključni članovi tadašnjeg čelništva Hrvatske, uključujući predsjednika Franju Tuđmana, ministra obraneGojka Šuška i Janka Bobetka, visokog generala Hrvatske vojske, dijelili zločinački cilj etničkog čišćenja bosanskih Muslimana i doprinijeli ostvarivanju tog cilja."

ICTY prosecutor Serge Brammertz remarked afterwards that, “The Appeals Chamber upheld the Trial Chamber’s findings that key members of Croatia’s then-leadership, including President Franjo Tuđman, Defence Minister Gojko Šušak, and Janko Bobetko, a senior General in the Croatian Army, shared the criminal purpose to ethnically cleanse Bosnian Muslims and contributed to realizing that goal.”

Nikada u povijesti ratovanja jedan narod – (Hrvati) – nije tako i toliko pomogao drugi narod – (Bošnjaci-Muslimani) – i onda kada su potonji okrenuli svoju vojsku – (A BIH) – protiv Hrvata – (HVO) – u BIH. Nikada u povijesti ratovanja zapovjednik jedne vojske (HVO-a) nije propuštao konvoje oružja (i ostalog) drugoj vojsci (A BIH) i onda kada je ta vojska (A BIH) to oružje (i ostalo) koristila za napade na one koji su joj to propustili.

Never in the history of war has one people, the Croats, provided so much help to another people, the Bosnian Muslims, even when the latter turned their army, the BH Army, against the Croats, the HVO, in Bosnia-Herzegovina. At a time of rapid globalization processes and new security challenges and sources of instability, it is not possible to talk about the protection of NCI outside the international context and multidisciplinary approach based on different experiences in the work on improving its security. The emphasis of the second ZSF entitled Resilient Critical Infrastructure is on the resistance to the challenges the infrastructure is or will be facing, especially in the domain of hybrid threats, as well as the ability of its rapid recovery and return to a state of functioning in order to meet the key needs of the population

Energy has been used as a weapon since the time when the possibility of creating and preserving fire made a difference between those that will survive and those that will disappear. Today, energy is a non-kinetic weapon used to achieve a lot of different goals (such as political, economic, social, security) at the strategic, operational, and tactical levels. Many countries are dependent on energy sources from abroad. The problem is even bigger if the supply is dependent on only one source.

Kao jedna od strana u sudskom postupku, Tužiteljstvo je u pojedinim procesima tražilo izrade stručnih analiza po pojedinim pitanjima. Dio jedne od tih analiza, korištenih u procesu protiv „Mrkšića i drugih – Vukovarska bolnica“ (predmet: IT-95-13) objavljujemo i u našem časopisu.

Komisiji za utvrđivanje činjenica o okolnostima u kojima je pripremana i vođena obrana Vukovara od agresije JNA, Republike Srbije i srpskih odmetnika je dan zadatak da utvrdi bitne i najznačajnije činjenice neposredno vezane uz agresiju na Vukovar i tijek obrane grada i okolnih naselja, da obavi političku analizu tih činjenica; te da u zaključku izvještaja izrazi ocjenu o problemima koji su se pojavljivani tijekom obrane Vukovara kao i njihovim uzrocima a koji su, uz ostalo, doveli do vojnoga gubitka grada.

Stevan Dedijer (June 25, 1911. Sarajevo – June 13, 2004. Dubrovnik) was a visionary of a new intelligent society, whose main features are “organized intelligence”, “social intelligence”, “planetary intelligence”, “global intelligence system”, “global mind”. These are just different names representing the same basic idea advocated by Dedijer since 1960s. He believes that global trends – computers and communication technologies being just one of them – lead the human race into a new intelligence revolution. This revolution becomes manifest in an increased demand for intelligent individuals, intelligent products, intelligent materials, intelligent machines and intelligent corporations.

The horror of war is in today's world made worse by mankind's use of nuclear power, germ warfare, and numerous other methods of mass destruction. No one questions that the tools are available for mankind to destroy itself.

While the international community is often viewed as an unwanted arbiter by the peo¬ples of the region, it is clear that future progress depends heavily on the support of the international community. In order for future international efforts to achieve greater suc¬cess in the region, the support and involvement of local populations, or rather their elite, must be developed.

Svijet je samo nešto više od deset godina u najdalekosežnijim, višedimenzionalnim i revolucionarnim promjenama od Prvog svjetskog rata i njegova poraća. Nakon stoljeća rata, koje je donijelo smrt starih carstava i pobjedu demokracije i tržišnog gospodarstva nad nacističkim i komunističkim totalitarizmima i njihovim državnim ideologijama, svijet se promijenio i njegova budućnost s njim.

Tema sigurnosti i prikupljanja industrijskih podataka relativno je nova, a kada se bave tim problemima, obavještajne ili sigurnosne službe ne mogu profitirati na onoj vrsti širokog iskustva koje su akumulirali na području vojne i političke sigurnosti i špijunaže. Zbog toga se javlja potreba precizno definirati gospodarsku nadležnost sigurnosnih i obavještajnih službi kako bi se izbjegla sumnja postojećih institucija - središnje banke, raznih monetarnih institucija, gospodarski orijentiranih ministarstava (odjela) da se pojavljuje novi centar sposoban umanjiti dio njihove moći. To zabrinjava i privatnike, koji se boje dodatnog uplitanja države u njihove poslove, što smeta uspostavi robusne gospodarske i financijske strukture, čak i kad shvaćaju da je potreba za sigurnošću njihov izravan i neizravan interes - tj. obrana protiv obavještajnih napada poput uplitanja, dezinformacija koje plasiraju strani centri ili, posebno, obavještajne službe.

U formiranju političkih, društvenih i povijesnih događaja obavještajni podatci i obavještajne procjene igraju važnu ulogu. Političari, koji imaju pristup obavještajnim izvješćima, rijetko izražavaju svoje mišljenje o upotrebljivosti i vrijednosti tih izvješća. U pravilu politolozi i povijesničari nemaju pristup obavještajnim podatcima ili dostupnim obavještajnim procjenama u vrijeme kad se donose političke i povijesne odluke. S druge strane, obavještajni časnici nemaju pravo suditi o političkoj primjeni prikupljenih obavještajnih podataka. Tako ostaje skrivena i nedovoljno ocijenjena važna karika u formiranju političkih i povijesnih događaja. Željeli bismo tu kariku, koja nedostaje, podvrći analizi i vrjednovati njezinu ulogu u procesu donošenja odluka na nacionalnoj i međunarodnoj razini.

U ovom Zborniku objavljuje se na hrvatskom izbor radova koji su tiskani u prva četiri broja (tri sveska) časopisa National Security and the Future. Također su u prilogu dati pregledi sadržaja objavljenih radova u prvom godištu NSF-a te upute za autore. Odlučili smo se ponovo objaviti prvenstveno domaće autore, zato što su njihovi prilozi još uvijek aktualni za probleme nacionalne i regionalne sigurnosti. No, također, objavljujemo i goste urednike u prva dva broja NSF-a, bivšeg predsjednika Republike Italije Francesca Cossige i bivšeg direktora CIA Roberta Gatesa koji su svoje tekstove pripremili samo za naš časopis. Svim autorima još jednom zahvaljujemo na njihovim prilozima.

The world is now over ten years into the most far-reaching, multi-dimensional, revolutionary change since World War I and its aftermath. After a century of war that saw the demise of ancient empires and the victory of democracy and market economics over Nazi and Communist totalitarianisms and their statist ideologies, the world has been transformed, but the future is still murky.

The fall of the Berlin Wall and the global spread of competition have shifted part of the focus in what can be defined as "State security" (and, consequently, the focus intelligence and security services established for that purpose) from the military domain and even strictly political to the economic domain. The domination of the economic and financial domains - including the policies defined thereby - has changed the goals of the intelligence services...

Over the past ten years a number of European countries have experienced dramatic political, economical, social, or even cultural changes.
